it looks like they are only laying down super mega hot road tar instead of them laying down fresh hot asphalt. because that's how hot it looks.
typical temporary patch that will buckle and heave after the first winter. City does this on purpose. They never permanently repair roads so they can keep these 5 person crews employed year after year. Germany, another multi climate environment, has almost zero potholes because they permanently repair them - once and done.
