I am 1600 elo, have played more than 2k ranked games. I have NEVER faced a single smurf. Sometimes I face players that have very few ranked games, and have a better level than me. But I never see players intentionally playing suboptimally just to troll opponents, then come back with insane skills. Also, I think it's all fine if you wanna do alt accounts where you play for the challenge (eg. Tatoh's feudal voy). As long as you don't play cat and mouse just to humiliate your opponent. That being said, you can play cat and mouse if you happen to face someone who you'll only leech 1 elo (or cero) from them, since the game is basically unranked for them. Just chill and enjoy the game. I have no alt accounts, but people have many great reasons to have ones.

There are a lot of valid reasons to have a smurf account in my opinion. For me, I play Saracens TC drops at the 1500 ELO level, but if I try to play without Saracens and without TC drops, I am about 1150. Without a smurf account, each time I would switch between Saracen TC dropping and normal gameplay, I would effectively become a smurf/anti-smurf for the entire ELO range between 1150 and 1500. By creating a second account for not Saracens TC dropping, I only had to smurf one time from 1000 to 1150 ELO and then the problem is permanently solved.

for those who want to actually know how to do this quick, ignore the 11. It's 43 x 10 + 43. So 430 + 43, which you can reduce further to 30+43 = 73 + 400 = 473 :^). If you can learn how to breakdown stuff like this in your head over and over eventually you become so fast you can solve stuff like this basically instantly.
