The smaller one has more impacts per minute and while it's smaller, they managed to squeeze the same amount of torque. So you have the same force being applied, but more times, therefore it drives screws faster.

The wider diameter on the hammer assembly helps it a lot

it sure is to some extent, but if one reason to buy this vacuum was to have a relatively quiet machine (e.g. so to not annoy the neighbours), then the filter shaking kinda defeats the purpose :)
