Tubular cast on
After you master the provisional cast on, you can now proceed on towards a new nifty little starting edge: the tubular cast on! With this you can slip drawstrings or dowels inside of the neat little pocket created when you fold over your short length of knitted fabric.

Can I add it on after with a crochet hook will it still help flatten it
If you are using the hook to pick up edge stitches before knitting your edges, you absolutely can do this. However, you will only be able to do one side at a time, and it may look a little funny. This is because (let's use garter stitch for example) your edges one the sides will make ridges perpendicular to the rest of the edges. You will also have to adjust because with gauge, you will have a different number of stitches to make the same number of inches/centimeters as you would with rows. This can result in your vertical edges contracting in on themselves. Picking up stitches at the top and bottom of your (the horizontal edges) work won't require any adjustments in the stitch count.

Would adding fringe to ends if scarf keep ends from curling? Thanks.
Thanks for asking! Maybe the sides that you put the fringe on, however the sides that you do not have fringe on will still curl up on themselves.
It could help provided the fringe weighs it down. On scarves for example, the ends with the fringe will not curl up, however the longer sides without fringe will still curl them on themselves. However say on a tablecloth or blanket, fringe on all four sides could keep it down.

That's kind of you to offer. Truth is I need better internet and a better camera/smartphone. Luckily I'll start working November 27, 2021, and I can upgrade both my equipment and internet sometime after a few payments to me. Considering the aforementioned job, it would imply that I am unemployed at this time, hence I couldn't afford to spend the money just yet for such services. Maybe when I get financial stability, I'll discuss it with you.
