This is completely fake and is being projected from in front of them, not the device they're wearing. You can tell from the shadow under their chin. Especially @ :13. There should be no light hitting that high on her neck from that angle of the 'projector'. Also several times the projection hits their ears and there is no way that light can bend around their head and hit that. Just study the shadows and they will tell the whole story.

In addition, this idea has a lot of IR signature and cause alarm to police camera centres. A German had a similar idea using LEDs which could have worked on analog street cameras("industrielles Fernsehen") but caused alarm in dense digitalised Korean type camera networks. In addition, something has to be invented to obfuscate walk analysis detection algorithms. Of course, Korea and China are very very extreme examples and this idea might work elsewhere.
