The statement that everyone should call the Littleton Police Dept. whenever they have a "near-miss" collision with a vehicle (at 1:49:26m)... The point is, few (to no one) ever does this... so the data set that is used (supposedly) to infer what locations need traffic calming is woefully incomplete. And regardless of any "request" that citizens call the police when they have a close call or minor incident is just not going happen. You can say urge/request people make that phone call to police, but it's not going to become a reasonable action. So relying on a non-reasonable citizen action is poor engineering strategy.
