Why do I think this is a Windows 11 issue?
I had the same issues on Win 10 😔 . I actually find win 11 better for gaming these days and have upgraded all my machines to it.
are these panel settings dedicated only and exclusively to AC? or can they work in e.g. RBR ACC DIRT2.0 wrc generation and etc.?
Most newer games won't need the AF 16x set here but the Max Performance setting is still advised.
How about anti aliasing in game, turn off?
Turning it on in NVCP and leaving it off in game supposedly looks better at the same performance hit.

For triples on a rtx 3080 with very high or max graphics it aint bad. It'll have to do until they are replaced with triple 144hz
