On April 14, 2015, the Torrance City Council unanimously approved the proposed building of bocce courts at Columbia Park. There courts will be unique in that they will be built specifically for their use by special needs persons as well as for the general public.

I am curious why the ref marks the location of the balls after each throw?
in case ball's gets knocked off to much and ref must put all back in places (after bad Volo or Rafa)
