i think that it does say it and if a Dj plays a song in a mix they don't need authority from the music industry but when they put it on a cd there has to be some kind of contract between the music company and the artist doing the mix as well as the artist who originally did the song. so Jay-z had to have some kind of knowledge or part in what was changed in his song or else it would be the same jibberish like the original.

He's playing "Lucifer" from the Black Album. The pastor was playing "Lucifer 9" from the Grey Album, which was an unauthorized "mash-up" CD by Dangermouse. Dangermouse sliced up Jay's lyrics and put that little gem in there and everyone blames it on Jay-z.
