what would cause the the clamps on the table to open and close very slow i have oil in it and the air pressure is good somtimes it sticks and u can hear air coming from the pedal valve should i replace valve?

I have 2 questions , the foot pedal valves appear to be wet with oil and on the floor below them , so when i use the machine it sprays a fog out of the machine into the air . On my coats machine the rim clamp has no power from cramping from the outside all the air we'll just blow out of the bottom of the pedal when trying to clamp from the outside
