The handball rule that caused this specific situation was outlined in 2020: "Attackers - who make contact with the ball and immediately score goal or create immediate goal-scoring opportunities - are penalized. Contact between the ball and a defender’s arm in itself is not going to be automatically penalized in the way an attacker scores with the same type of contact.” Basically, if it had been handled by anyone but the immediate goal scorer it would have been up to the ref's interpretation. Because he immediately scored, it must be called a handball.
