    I appreciate the opportunity to have participated in the recent hearing regarding the Compassionate Care Act, and I thank you for the platform to voice the concerns and needs of countless South Carolinians. However, I feel compelled to address certain points raised during the testimony, particularly the assertions made by some out-of-state medical professionals who were seemingly “plants” in a way themselves. It was disheartening to hear doctors present arguments that seemed to lack a comprehensive understanding of both the science behind and the empirical evidence supporting the use of medical cannabis. For instance, the claim that the presence of cannabis in the system of an individual involved in criminal activities directly implicates cannabis in criminal behavior is not only scientifically unfounded but misleading. Such statements overlook the widely acknowledged fact that correlation does not imply causation. To suggest that marijuana consumption leads to criminal behavior based on its mere presence in one's system is as illogical as blaming broccoli for criminal acts if traces of it were found in a suspect. We must adhere to rational, evidence-based discussions rather than resorting to hyperbole that intentionally misinforms public opinion and legislative decisions. Furthermore, it is imperative to recognize that numerous studies have consistently shown that cannabis is safer than many legally prescribed drugs and even some everyday substances such as peanuts and Tylenol. The risk profile of cannabis is remarkably low compared to opioids, benzodiazepines, and even non-prescription drugs, all of which can cause significant harm, side effects, or death. The testimony provided by these professionals seemed to echo a pattern of fear-based arguments rather than being grounded in the current scientific consensus. As a community, if we are to make informed decisions that affect the health and well-being of our citizens, it is crucial that our discussions are based on facts and not fabrications. It is disconcerting to see influential figures like Chief Keel demand even stricter regulations on the Compassionate Care Act, already acknowledged as one of the strictest medical cannabis bills in the nation. Such demands are not only unreasonable but also indicative of a perspective that seeks to impose excessive control, ignoring the realities and needs of countless South Carolinians suffering from debilitating conditions. This bill was crafted with meticulous care to ensure safety and restrict misuse, aligning with conservative values to provide relief only to those who truly need it. The insistence on overly stringent conditions serves neither public safety nor the patients; it only perpetuates unnecessary suffering. We must recognize that medical cannabis legislation is not about one person's preferences but about the collective need and well-being of our citizens. This is not-and should not be-a scenario of 'Chief Keel's way or the highway.’ The history of marijuana's illegality in the United States is steeped in economic interests and misinformation rather than genuine public health concerns. In the early 20th century, powerful industrialists such as those associated with the DuPont corporation viewed hemp, a derivative of the cannabis plant, as a direct competitor to emerging synthetic materials. Hemp was widely used and highly versatile, poised to compete with the new synthetic fibers being developed and marketed by large corporations. To safeguard their financial interests, these industrial magnates supported and orchestrated a fear-mongering campaign to demonize cannabis. The infamous "Reefer Madness" propaganda of the 1930s is a prime example of how misinformation was used to instill a baseless fear of marijuana, portraying it as a drug that led to extreme anti-social behavior, madness, and violence. This campaign was wildly successful in swaying public opinion and led to the eventual prohibition of marijuana. Cannabis was not always viewed through such a prohibitive lens in American history. Our forefathers, including some of the nation’s earliest leaders, grew cannabis plants, recognizing their utility and potential. Historical records suggest that they not only cultivated hemp for its industrial applications, such as making ropes and fabrics, but also selectively bred the plant for its other properties. This agricultural practice indicates a recognition of the plant’s various benefits and contrasts sharply with the later political and economically driven campaign to criminalize it. I urge the committee to consider the full range of scientific data and expert analyses that support the use of medical cannabis as a safe, viable option for patients suffering from debilitating conditions. Let us move forward not on the basis of unfounded fears, but on the promise of relief and the potential for improved quality of life for many of our fellow citizens.

    I feel like it is more important that the people that need cannabis for health reasons should not be denied medicine because of the bad behaviors of those that chose to use cannabis for recreational purposes. It is not logical, reasonable or compassionate to punish the sick for the actions of people that have a choice.

    Everyone should be given the legal right to try what may save their lives or help it to be better. It's known that man-made medications come with horrible, horrible side effects. I wouldn't have PTSD from the years of medications I had to take in order to control my seizures, if many of those man-made medications didn't come with life threatening side-effects. Does my life matter to the medical field now that I do not allow them to treat me as a lab rat? I'm unsure there. I have to get help from a Neurologist outside of Savannah, due to the way I'm treated here. How, How is THAT ok? That is hugely stressful to me. Stress can bring on a seizure! Why would anyone WANT that? I would think that if anyone truly didn't want others to suffer that they'd want dr.s to have the right to prescribe Medical Marijuana. Some man-made meds I was on helped my seizures, some made them worse, some made me lose weight, some made me gain weight, some made me grow facial hair, some made me almost kill myself, some made me hallucinate, some made me puke, some made my gums swell so it looked as if I had another pair of teeth, some made me believe EVERYTHING people said, etc! One even killed 7/8 people and was taken off the market! Only for it's name to be changed and it was put back on the shelf years later. All while I was in theatre. Why? Because it was ILLEGAL to leave me home alone! Was that ever looked into? NO! Have I been diagosed with PTSD? NO! Has what happened to those like me been looked into by those who swore an oath to do so? NO! Am I lucky to be alive? Yes! Am I mainly alive due to those in the arts and the joy they create showing me that life is worth living? YES! Would Savannah only have one more death and very sad story on their record if I had died? YES! Do I think anyone who would stand up AGAINST the legalization of Medical Marijuana cares? NO! Do I COMMEND those who have the GUTS to actually look into the healing properties of Medical Marijuana? YES! Do I think the world needs more people like you? YES! Does my heart go out to each and every person with a child, etc. suffering in anyway due to NOT being able to even try what may help? YES! PLEASE KNOW THAT YOU ARE NOT ALONE! I truly believe that Medical Marijuana is a NATURAL drug and should be treated as one. The medical field DOES have proof of the healing benefits of it. This is simply HIDDEN proof. It's idiotic to assume that they have not legalized Medical Marijuana for awful reasons. They prescibed it to my great-grandfather years ago. Look at the freakin' records, it was legal once and ask yourself why? Why did it help others if it were bad? People knew this yet, they allowed me to suffer. Why is this NOT an issue that the Police, etc. would actually see should be investigated? I can't help but wonder if people like me are actually not worthy of keeping safe. Maybe their oath did not include those like me? Maybe they want people like me to stand alone. Medical Marijuana IS a drug but it's one that should be legal for all doctors to prescibe to their patients once more. People should be forced to find out what those hidden records already show! Our lives should matter enough to investigate what is already in the records. I DO NOT want anything for a high. I want something to control my seizures and not add to the DAMAGE man-made medications have already done. Something unlike the man-made med. I'm on at the moment that causes Osteoporosis and increases my pain. I DO NOT believe that it's humane in any way, shape or form to deny those like me access to what may help us, and not cause us additional pain. We have been through ENOUGH! I would think that those who went to school in order to help people like me would want to help not harm! If anyone won't help, I will try because I don't want any child to be forced to take a medication that could come with life threatening side-effects. I don't want any child to end up as crazy as I am due to the horrors the medical field put them through. YOU may allow the medical field to get away with harming those like me, maybe my life doesn't matter to you but to ME every life matters. To ME every life will ALWAYS matter because life matters to me. Just as it did when I was in High School, standing up to the school bully who'd torment those with a disability. There were NO police until my last year, so I'd say "Go ahead slap me. I'll just have a seizure and sue you". There ARE records of that. Was that looked into by the Police? Is it looked into today as it has clearly caused emotional harm. NO! Does that make me feel as if the Police give a rats a*s about my life? NO! Well, if I have a seizure trying to stand up for what should ALREADY be legal at least I'd have died for a damn good reason. To HELP others! I am in Savannah but what has been done to me is completely uncalled for and it was done by the medical field. It is the duty of anyone in law enforcement to look into cases like this. It's funny to me that any ANY Sheriff would wonder why Medical Marijuana was not looked into when they have overlooked cases like mine. Why would they NOT overlook any of the reasons they gave for Doctors prescribing it years ago? It only helped lives that's all, it's not like that's PROOF or anything. There are PLENTY of papers, Open your freakin' eyes and INVESTIGATE them. Have some guts! Remember you oath and why you started to begin with! Help children not to grow up being in as much pain as I am. Be HUMANE! If you CAN'T, I'll try when I can. It's in my blood too, but if it kills me, thank you sir. That is exactly what you took an oath to be a part of! Extremely humane, let me tell you. Anyone standing up and helping poor souls like mine, my ancestors would be proud of. The rest aren't even worthy of telling who my ancestors are, not that they'd believe me. DNA however proves some things.

    This is long overdue. Medical cannabis patients (for the most part) are not using to "get high". We need this truly for medical reasons. I am a lifelong SC resident (have been I Lexington Co my entire life) and it is sad SC is once again so far behind. The arguments from the Sheriffs offices are somewhat valid, but mostly foolish. Texting while driving is far more dangerous. Illegal marijuana use and drinking while driving is and continue to be a far larger issue than patients using medical cannabis. Please talk with those of us who really need this alternative to big Pharma.

    3:00 onward….. smh….cell phones impair drivers on a far larger scale if you want to “not ignore objective facts”. What do people on pain killers say? Nothing, bc most of them are nodding out or moved on to harder drugs like fentanyl and are dead or walking dead. Some examples of common experiences that had us say that got me “messed up”, “stoned”, “high”, and “spaced out”……… losing a loved one , will have you messed up in the head. Seeing injustice has most of us messed up in the head. A lot of people during covid weren’t feeling right due to the sudden way it changed our lives. It messed them up. Spaced out? That’s an easy one, anyone with Fox News on their tv every night is 100% spaced out. Sir, have you ever thought long and hard about something? Asking your wife or husband to marry you? Maybe a relocation with a job that would cause family to move etc? Did you find yourself 20 mins to analyze the situation? Without phone distractions, people talking to you? Just a steady stream of consciousness…… that’s being “stoned”. You know what else people that are stoned do? Laugh when our friend has to drive bc we are “stoned”, as opposed to the cliche back and forth “no I swear I’m good to drive” with drunks. Ganja deflates the ego and sure it makes some people forget remedial stuff like “what did I get up to get again?” ……booze inflates the ego, you become invisible after a certain amount. Pot, you either eat or go to sleep if you “overdue it”….. I also get the smell of pot is y’all’s go to in order to search cars bc it’s hard to dispute. You’re just doing your job. PS: I say all this with the idea no one should smoke until their brain is fully formed! I def don’t suggest any teenager using it.

    Chief Keels can only speak of the negative aspects. And in my opinion he is biased due to seeing the worst. He should spend some time learning empathy and see the miracles that cannabis has done in the people he doesn't see during his job. Cannabis can be life saving to people with MS, especially during pandemics and the stresses of the economy. I'm a disabled single parent that suffers from complex PTSD due to a veteran burning down our house when I escaped from him, while he chased us with an axe and then blew up my van with several propane tanks. Officers always protected my husband and could have prevented this by listening to his family all the numerous times we needed help. So now not only is the veteran suffering with PTSD, his entire family suffers too. The law enforcement in SC is a joke. I can tell you I feel the same about Chief Keels and LEO in SC as he feels about cannabis.

      Hey Amanda, this is Jeremy Murphree. Thank you for opening up about your experience, it's ironic - did you know that roughly 13 years ago my mother's ex boyfriend broke into her house and doused it with kerosene before lighting it all on fire? I'm sorry you had to go through all that, but I hope it's comforting somewhat that I can really relate. What are your thoughts on Chief Keel admitting that he may feel different about the proposed legislation if tighter restrictions were implemented?     Man! That made me cry. I can relate so much because I started having seizures myself at 12yrs that got up to 100 a day. People think THAT's alot but really there are cases like this one that prove otherwise. Some politicans may wonder why this bill is so important with so much going on today. I wonder if they would ask that, if their child were suffering as I did or as this beautiful girl does. I wonder if they would than know the seriousness of this issue. Today, after surgery my seizures are basically under control. I am 45 on (NO LIE) 4-20. I feel as if I have lost most of my life. Although, I have done multiple things and was in the arts, even with seizures, I got no prom, I got very few nights out, etc. Ya know what I did get!? I got known by name in the ER because I went so much. I got broken bones, bruises all over me that I'd just hit again, while also making new ones. I got a teacher pointing at me in front of the class saying "Class, this is what you look like when you have a seizure." Only for my mother to still want her to teach because her husband had seizures. My seizures were only under control after life threatening surgery. That lasted a year though and they would only be under control again years later. After even MORE suffering! I've also been on I don't know HOW many man-made drugs that came with AWFUL side effects. I've been on meds that killed people and had to be taken off the shelf. I've lost weight, gained weight, I've grown facial hair, had swollen gums, suffered with suicide around 3 times, hallucinations, etc. I tend to wonder if anyone cares what they have done to me as I haven't even been diagnosed with PTSD. These medications kill and Medical Marijuana doesn't. I wonder if some people are capable of comprehending that fact? ANYONE who has gone through what I have HAS to have PTSD! I don't understand why that is ignored. It's as if those like me simply don't matter. Why do that to people? How is that humane!?! I am infact on a man-made drug today that comes with the side-effect of Osteoporosis. Due to that, I have to deal Osteoporosis as well. That surgery actually caused me to relearn to walk, talk, eat, etc. because I woke up with my left side temp. paralyzed. I had been on a stage, etc. and dreamt of being a star but all those dreams were gone. I've been through so much that I am hugely emotionally and physically traumatised by it. Yet that fact is ignored. I am not as blessed to have a mother who will stand up like this. It truly is touching to see. What an amazingly strong person! I applaud you! My mother worked back-stage while I went from babysitting to having small chorus roles, starting at 15yrs. Afterall, it is illegal to leave your child home alone in that health. I learned to love it though and eventually DID find those I love in the arts there. That's a completely different type of love but still a type of love. I have to do small yoga stretches every morning simply to make sure that my body will continue to work correctly. If there is a chance for children anywhere who suffer from Epilepsy NOT to have to go through that I have, I stand with Jill Swing and beg for it. I actually truly believe that I was a part of the legalisation of CBD oil because I worked with Dr. Anthony Murro to get a Medical Marijuana card before CBD was legalised. I kept records for him and a local Neurologist here. Sadly although I did see improvements with CBD alone, it did not contol my seizures. Due to that, I am forced to poison myself with a man made drug that simply increases my pain. I am so emotionally traumatised that I can't talk about such things constantly. It'll bring on an aura so I try to stick to art. I am also related to Prince John who died from that same kind of seizures in 1919. He was hidden from such stress, most likely because it was obvious that stress harms. I know that I may never be able to visit his grave, etc. but please don't hide those with Epilepsy away once their seizures are under control. Give them the chances they deserve so that they too can thrive. Help ALL of us to live. Medical Marijuana should be legalised everywhere because it's inhumane for it not to be.

Parents pick up adderall, Xanax, deadly pain killers, as they walk into a cvs……….. trust me, a kid is way more likely to look at little Johnny popping adderall making good grades and saying “hey I want to make good grades like little Johnny” ….. sadly the parents are often on board!

    1:17:08 flat out lying or asking someone to do research he hasn’t done himself. Marijuana use amongst teens is not up in Colorado post legalization. You can source pro marijuana sites, government sites, medical sites and law enforcement sites in Colorado. You’re simply wrong about Colorado. Furthermore, you don’t need to physically go to any state to get information, sure all data has margins of error but THIS GUY has not done his research.

    How many of you that watch these debates, have friends that DON’T WATCH THESE that say stuff like “man it’ll be legal here soon”….. I told an older loved one that is anti-pot that I’d quit cannabis for a week if they quit Fox News for a week, they wouldn’t do it! When I jokingly made what I think is a valid point, (Fox News will do more damage to your mental and physical health as well as causes more crime and personal stupidity than cannabis) ….. They started a long game of “what aboutisms” that I think ended with them yelling “so we should just legalize all drugs then?” 🤦🏻‍♂️Hahahahahaha

    I never sought my diagnosis of PTSD in the military to smoke cannabis. The stigma that overshadows me is almost worse than the condition. I did search and rescue while in the United States Coast Guard. I was decorated. I live in SC and am stuck because cannabis helps me far better than any psychotropics prescribed by the VA. I know this from being in legal states, that cannabis has alleviated most of my symptoms. When I come home Im stuck in this darkness from the stigma of having PTSD and no access to soething thst helps. So many of my brothers and sisters are stuck abusing alcohol and taking horrible drugs because we don't have access to medicinal cannabis. To think that the young people will be affected hy passing Medical Cannabis is naive. You already have black market cannabbis in the state as illustrated by his story of a female basketball team. Thank you Senator Davis for trying to help us and get the true information out there.

    I fully appreciate Sen. Davis frustrations with the state's proceedings on getting a proper medical cannabis bill passed. Without giving information away, I am a patient who would greatly benefit from the medical legalization of cannabis and have exhausted pharmaceutical options for treatment of my medical conditions. I have essentially gone through the VA's pharmacopia over the past 11 years with none of the approved medications showing to be of therapeutic benefit, to where my doctor, while they are explicitly unable to recommend it, is not directly opposed to its use to a therapeutic capacity. I've gone so far as to drive to another state with legal adult use cannabis to be able to purchase and use 8.3mg, or 1/31 the plant matter in an average joint, in order to get relief from my conditions for 8 hours. What's literally keeping me alive is the fact that it has given me hope that something actually works. It's immoral to keep denying medical Cannabis when people are needlessly suffering as a result of congressional red tape.

    It appears the bill being presented is not going to genuinely assist the general public when the allotted amount of THC within the legislation would not provide pain relief to a mouse? Additionally the bill I understand suggests a felony offense for possession of 1 plant - is that accurate? Other states allow people to grow their own plants? Is this in the legislation? Additionally, I understand now 50% of potential $ is to be allocated to SLED? Why so much to one department? Is that accurate? Why can’t we just get it right the first time ironed out all the kinks so that we are equal in standard to other states that are successful such as Massachusetts in bringing in revenue and bringing medical marijuana to the residents, instead of trying to reinvent the wheel???

For the most part, the Senators and Representatives from SC the views are no different than those stated by Harry Anslinger in the 1930s in an attempt to make cannabis illegal. In short, with 22 Veterans taking their lives a day by suicide and the fact that many children and adults are suffering from diseases that is NOT managed by big pharma, shows that these idiots do not support life, but support keeping the population under their control. This is a travesty, and these politicians should be charged with crimes against the state, against the constituents. Tar and feathering should be brought back and let's start with those Senators who are opposed to his bill because they derive their income from corrupt police.

    It's barbaric and backwards to keep a natural substance from the People of SC who are suffering debilitating maladies while Med Marijuana is freely available for recreational use in many places.The opioid crisis is still a matter of importance and takes a toll on sick people in both addiction and financial cost. Legislators need to get out of the dark ages and do what needs to be done to help many of their constituents and do it yesterday.

    I am blown away with the government of South Carolina to deny what God and mother nature has provided for good health and well being. Only five people came together to make this special plant illegal so they could further chemical medicine for big money. They were Republicans too, so we see repubs as godless and against mother nature. Money is more important to a repub than life itself and here lies the problem, corruption starts in the heart and mind and we cannot afford that in our representatives, ever.
