Zarbon is a very interesting character, and I love his story in Budokai Tenkaichi 2. His vanity being the reason for his demise is very fitting for him. But then again, I’m pretty sure the whole reason why he failed to kill Vegeta during their first fight was that he didn’t wanna go into the water to check if he was alive because he didn’t wanna get wet. He probably could have killed Vegeta while in his beast form before he got that strength boost.

Guldo does have skills to handle himself in battle but still not all that good.

Captain Ginyu, Jeice and Burter are okay fighters but except for Recoome and Guldo no disrespect I mean some of Recoome's attacks are cool and Guldo's not all that good I remember in the episode of Dragon Ball Z Kai he failed the battle against Gohan and Krillin by getting his head shoot off by Vegeta in the end of the battle. For Recoome he may have the dumbest poses he does though his battle against both Vegeta, Gohan and Krillin was actually turned out okay to me.

Cell was very obsessive for perfection and power. When I first saw him in Dragon Ball Z Kai he was a freak of nature absorbing humans for more power that's just insane and by looking Cell in his imperfect form he looks like a frickin giant bug even in his semi imperfect form after absorbing Android 17 was more worst than Frieza's third form though going into his perfect form after absorbing Android 18 it looked okay.

Zarbon does have more impact Dodoria who was easily killed by Vegeta, he is obviously the stronger and smarter of the two. At least Zarbon actually had a decent fight, also showcasing the ability of transforming, which foreshadows Frieza's transformations further on. Zarbon was a serious threat that even Vegeta lost their first fight and had to get dirty to win their second fight.
