I think there's always two Alt Arts or one Secret rare and one Alt Art (which could be a Secret Rare Alt Art) in all booster boxes not by cases so if you didn't get them you got unlucky or scammed. I was lucky enough to pull a Secret Rare Alphamon when I bought a few packs that were cheap at my local game shop, got me back into card games again, thinking of getting a cheap booster box myself soon, can let you know the results after opening to confirm pull rate.
