This is just as much like how some linux distros won't allow you to change its sound theme unless you go to notifications and then go to plasma workspace app thing and then configure events in KDE. As for other distros (excluding ubuntu and others including gnome)... that might be a different story.

Orca is pretty much restricted to just Gnome and KDE desktop environment's. I don't even think this will work on all distros like MX linux or ElementaryOS but it might work on linux mint and its other predecessors! .
