The gouging helps hold the next liner that will get beat in with a framing hammer

Those lines going round the bores in the begining is caused by a rip in the emery paper as you can see.

These liners are so thin as to be deformed by the combustion process necessitating this type removal. Too bad all our American vehicles aren't made this way for repair. This thin sleeve could be nico-plated for extreme long wear.
