I have a issue with my 53 JD 40! The Tractor will roll in neutral however the engine wont spin. The engine will only spin in neutral. Would this be a clutch issue?

you know this tractor is not a 40t its wide front model of the 40. 40t is a tractor with tricycle front

before I start one,I pull the plugs so it spins freely an comes up to oil pressure.
