This happens in Spain on Easter and other Catholic holidays. The Catholic Church had many brotherhood sects throughout Europe, cities tend to have many. In Spain the two known are The "Nazarenos" and The "Fariseos" which both existences date way back into the middle ages. The robes are called 'Capirote' they wear these robes as a way of showing others AND to God that they acknowledge they are sinners and are showing penance by wearing the robes which are actually to symbolize shame. Believe it or not the KKK were actually a religious group to begin with and that is why they don these robes but now it's.... something else.
