Tbh Arthur never shown nor had any romantic feelings towards Caera, nor Caera knows how she feels about Arthur. The only girl he shown interest is Tess and i feel this would change (if so Arthur would have killed Cecilia after Cadell fight since Agrona was so sure Arthur couldn't do it)

Fr she is a great character but art has made it clear multiple times through out the novel he in love with Tess and as turtle me (the author) said he does not like harems so only one can win and ppl who think ceara are winning are lying to them self's out of pure hope at this point

Tessia feels more like a childhood friend relationship and whenever i reread the novel she feels pushy meanwhile caera interactions with art feel way more natural no families trying to get arthur to marry her daugther no 3rd parties in general only they 2 and regis messing with them from time to time, and i love she is not blindly simping for arthur like most female cast his age for me caera feels like the person you meet at work and start as acquantiance to friend to hopefully something else in the future
