I couldn’t find any information of why this is banned, but one could assume that it encourages the younger audiences to stay up late, since the common bedtime is at 10pm.

You forgot to mention something that is barely unavoidable. That's GoAnimate Pingu. for those who don't know GoAnimate is a software that is used to make animations it is now known as Vyond as of recently. The reason why I mention about to GoAnimate in the first place is that people like to make GoAnimate videos out of Pingu, the most notorious example is pingu gets grounded, in which Pingu abd his friends and even pinga gets into all kinds of antics and gets himself grounded by his parents whether it would be for a fair amount of time or an unfair amount of time.

There's just something about Pingu that gives me a ton of negative emotions. It's probably due to Nostalgia.
