And the reason that walpurgisnacht is a different witch from homulilly is because it’s not *just* homura. It could include multiple Homura from different timelines but also the holy quintet. Something that I noticed is that people don’t become witches only because of their despair, but because something interferes with the purity of their wish. Their souls essentially become their wish, and they are already witches from the very beginning, unaware of the full extent of their abilities. Their soul gems serve as a barrier. Sayaka couldn’t resist becoming a witch when she realized her true desires weren’t as noble and selfless as her wish was. It’s like how Mami’s magic is tied to her will to survive, and losing focus lead to her own demise. Homura on the other hand became a witch when Madoka became the law of cycles and going back in time was no longer an option to save her, like a broken nutcracker, but she was able to use her unfulfilled wish to overcome her grief and fully embrace being a witch in order to steal a piece of the law of cycles (which I believe is timeline 1 Madoka) and restructure her own soul gem in order to protect Madoka. This balances out Madoka’s magic because she wanted to have the power to protect Madoka rather than be protected by her, and if Homura had become part of the law of cycles then she would have been protected by Madoka. In magia record magical girls are able to control doppels which is a materialization of their witch forms and despair. So Homura is basically doing that on a higher level, being in full control as a witch, to the point that she becomes a devil. I believe that the witches Madoka erases still exist, just within her. The magical girls she saves become a part of her so that she can transform their pain into happiness. For a split second in rebellion Sayakas witch form is seen, which is more than just a nod, it means she’s still a witch. Bebe as well was in her witch form. It’s just that their powers are now controlled by the law of cycles and the darker aspects are erased from view. If it was kyubeys plan all along to create enough karma for Madoka to become a god, and in turn for homura to become a devil, and that’s still not powerful enough to counter entropy or else kyubey would be satisfied already. Humans emotions generate energy which will run out unless it’s replenished, so it would be inefficient not to save earth but that’s not kyubey’s goal. The universes mass is too low to have gravity reduce the expansion of the universe, until everything is the same and constantly expanding. Kyubey wants to make enough matter to have the universe turn into a Big Crunch, to create an endless cycle of death and rebirth of the universe. His race would basically use the Big Bang as an energy source. The magical girls exist to keep a surplus of usable energy in the universe. So Kyubey needs the rise of an even more powerful walpugisnscht, with even more karma attached to it than Madoka. Perhaps Kyubey has already done this countless times. The existence of the law of cycles means the merger of multiple timelines. For example, the law of cycles Sayaka is the sayaka from every timeline, with memories from each. Imagine how powerful walpurgisnscht would be created from the new, stronger holy quintet. What if because of the pocket universe Homura created, those magical girls have no choice? They become her minions. However, If Homura is part of Walpurgisnscht then God Madoka would have known about it since she had torn walpurgisnscht apart. But she wouldn’t be fully aware of Kyubeys plan. A hint for Homuras motivation is in this: “If everything is a play, no unhappy things will exist. It may be a tragedy, but it'll all be part of the script.” I believe that homura realizes the only way for her and Madoka to be together forever, is for the universe to keep on repeating itself. So while it’s tragic, the show must go on sort of thing.

I feel this theory to be a stretch but may also be valid since story can go anywhere at any given time. I prefer the theory that the Homura clones are her witch form Homulilly's familiars, the Clara Dolls, that have taken on her likeness. Each Homura clone seen has features that match a particular doll.

Whatever ends up happening I feel like it’s going to be quite despairing. Even the music seems kind of off with all the magical girls in the paradise or whatever they’re in.
