I'm all for bonds to better a district, but be honest with your voters. The tax parts of this ad are incredibly misleading, very precisely-worded, and borderline dishonest, assuming voters are uninformed of how Texas taxes work and what "zero rate increase" really means in context. At a bare minimum, an "unchanged rate" means a 3.5 - 10% increase in property taxes at 2022's value appreciation pace. More below: Texas doesn't just "require all bonds" to say it's a tax increase. They require it when it IS a tax increase. Just be upfront with your own constituents. It is a large tax increase, keeping the rate unchanged when otherwise, by law, it'd be required to go down because of how high taxes will be at the existing, unchanged rate. When values rise along with new growth, your taxes INCREASE with a "Zero Tax Rate Increase." This is because you're being taxed on a higher value at the SAME rate. Texas has a limit on how much your property taxes can increase before rates are forced to DECREASE. Voters have to approve if they want to allow the tax increase. Without approval by voters, the tax rate is required by law to go DOWN to minimize how much the increased values alone will raise your taxes. The incredible rise in property taxes as of 2023 mean even a rate DECREASE will likely result in a total tax increase of 3.5%+. So you can imagine how big of an increase you might have with a 0 rate change.

Although, I was not a voter for BOND 2021, my family is and will benefit from these improvements. My son attends SMS now and we are looking forward to RCHS in the future. We would LOVE an open house invite once the new Career Center is opened up at RCHS. Voting for the new BOND 2023 is already on my calendar. Looking forward to the future!
