As of the moment, they are p2w only. The game did change their mind on the release so they become all p2w and wisdom well or recharge gift pack. we might have to wait a couple of months to be able to obtain them in another way.

These troops technologies are good to have but not game changing. Usually you dont get power by upgrading the troops itself or at least not by a lot. most of the power comes from the immortals, skills, artifacts and portrait. Although you dont get any power from these tech, they are still really good tech, they are not useless at all. to me, they are probably one of the most important tech in game because it helps my troops (excluding the immortals) to be stronger and last longer in fights.

You are right, He used to be my favorite mage in the game. I only wish he was other element. Baldwin with Artifact had already 100% change to spit on first split while second had 50% before the patch, after the patch 100% on first and 75% split is going to be really strong. A game changer? maybe, but its definitely a great buff for him to finally more relevant again.

He is definitely up there, He is so OP and with his artifact is just different breed!. The only reason he is not in S+ tier for me is because I think it is easier to fight him than Poseidon.
