Scarlet Witch was given a boost as a replacement for the phoenix when Marvel was mad that Fox wouldn’t give them the movie rights of the X-men and mutants… it was a pathetic attempt to erase the X-Men… just like retconning Scarlet Witch and Quicksilver’s relationship to Magneto… Avengers were second rate to the X-Men in the Marvel library, they weren’t as popular before the MCU… Scarlet Witch is nothing compared to the Phoenix Force when bonded to Jean Grey… she’s a failed attempt to replace Jean Grey

But if we're talking about Jean Grey with the Dark Phoenix Force, maybe Scarlet Witch could win. However, suppose we’re referring to Jean as the Phoenix in her current comic form, where she’s been depicted as a god (not at the level of the One Above All, but close to other comic gods like the Living Tribunal). In that case, we can confidently say she’d beat Scarlet Witch. The only time Scarlet Witch interacted with the Phoenix Force-by the way, just a fraction of it-was during the X-Men vs. Avengers storyline. She cast the spell "No More Phoenix," but Hope Summers was helping her at the time. And that's not even considering the White Phoenix of the Crown Jean! For the record, the Phoenix Force embodies the sum of all life, past, present, and future. So, if there were any chance of Scarlet Witch defeating the Phoenix, she would likely die in the process. And let’s not forget: the Phoenix Forces inhabiting other Marvel characters are just fragments of the true Phoenix Force. Only a few individuals, including Jean Grey, Rachel Summers, and in some cases Hope Summers, have ever been able to withstand the full power of the Phoenix, which is why Jean becomes the White Phoenix of the Crown. These two are my favorite marvel characters!
