This film was made in 1977 at the earliest - it was mid 1977 when the demolition of Snow Hill Station started, as seen in the film.

Is this film made in France? Dark coloured car featured ia Peugeot 204 from the mid 1960s.

It should be called "Driving test in XXXX." What is a "foreign country"? To those watching in that country, it may not be foreign at all.
Whoever filmed this needs to learn how to hold a camera steady or better still put the camera on a tripod. The quality is so poor it's impossible to read the many signs the camera lingers on.
The London bus types being displayed only go up to the Routemaster prototype. They entered service in 1959. So, I think the film is from the late 50s, not the 60s.

The Half Moon Inn , Balcombe is near Haywards Heath - I googled it !
They were in the area of West Cliff road at the beginning . The first street was Tregonwwell road I think ! Lots of holiday B&Bs there .Then I think they crossed West Cliif road and went down Beacon road to the steps that took one's self to the pier and the beach. Where the BIC is today . If I had a pound for every time I walked down those steps in the 1990s and 00s ! Then the Winter Gardens . Not sure about the old streets ? Could have been the Bournemouth town centre behind the Winter Gardens before they ripped the old buildings out and put modern shopping precinct in ! Then it looks like Poole Quay later ? One shot is Bournemouth or Boscombe Pier with Hengistbury head ( ChristChurch ) in the background !

I don't think it's 1971 more like 1975,1978 .I noticed a ford capri mk 2 and ford cortina mk 2 which came out about 1976,77. Other vehicles are in the film many of which came out in the mid 1970s.

Yes; looks like a Mark 2 Jag or Daimler, which only came out in 1973, at 5:13 as well. There's also a second generation Mercedes S-Class at 5:18 and I think they only came out in 1973 or 4.

My God, where have all the years gone?! I remember knocking about ALL of these places when I was growing up - as if it was yesterday. Things were a lot simpler back then - these days, everybody wants to rule the world! That said I'm 63, still living in Brum and loving it! 👍🏾❤
