Try adding scattering effect, or play around with size jitter and angle jitter on the smudge brush. Let me know how it goes :)

What it may have been (this is what was doing it for me) is both axes was unchecked! Checking it off made the weird lines in the smudging disappear

Try saving it without capturing the current brush settings (there's a box to uncheck when you save a new brush)

Ahh yes, you need to do the same process to create a grass brush but when you try to save it, uncheck the two boxes under the name of the brush (you will find it in the version of Photoshop you're using)

I'm glad it helped, for sunsets I suggest looking at a lot of reference images and study them, like what's common between sunsets (Orange, red, purple, yellow..) and apply them according to the light and shadow areas
