Are you running any mods? I can't recall if you said so or not. I found a selection of good mods that don't change the gameplay and fix a lot of the bugs, here: i.imgur.com/4lpWJuk.png The lighting mod was only by preference since interiors were far too bright and made the pipboy light useless as no where was dark enough to warrant using them.
