En consonancia con cada uno de los expositores y, en particular, con las palabras finales de Hugo, si me lo permiten, me gustaría compartir una idea respecto de la esencia del servicio público de los Funcionarios Encargados de Hacer Cumplir la Ley (F.E.H.C.L.) que cumplen funciones en la vía pública. Si tuviera que condensar todo lo que implica, es decir, el ADN, de los servidores, diría que: "Un F.E.H.C.L. es una persona que sale a la calle a ayudar a otros". Creo que hacia allí deben seguir dirigiendo sus esfuerzos cada uno de los actores en red (gubernamentales y no gubernamentales). Sin embargo, se me han presentado nuevos interrogantes. He disfrutado mucho las ponencias, han sido muy formativas, celebro la guía que nos ofrece DCAF, es una "herramienta fundamental" para cada uno de nuestros estados. Y además, los avances que cada uno está realizando; Esto es muy motivante. Desde Buenos Aires, les envío un cordial abrazo.
