Can you use guilting fills from other embroidery sites

every time you change color, do you have to change the bottom stich color too? Or is this only top stitching...? Or maybe bottom stich color doesn't matter because its underneath?

Question about color sort; I understand the concept, doing all the same colors together, but when digitizers digitize the design, don't they have an order for colors to be stitched in so that the design stitches properly and lays properly?
