They have the same authority to investigate and conduct arrest, traffic stops etc. contables are responsible for all civil procedures as well while sheriffs are responsible for the county jail. Both are founded by the county unlike municipalities who are founded by the cities they served.

Constables are responsible for civil procedures and JP courts. Sheriffs are responsible for criminal courts and the county jail. Both are county responsible for the county, constables are decided by Pct’s within the county while the sheriffs are not. They have the same arresting authority.

@@DCamacho-tn7hs Thank you for the insight. This, and other videos, shows constables doing a *lot* more than serving civil process. Are they dispatched to 911 calls? There seems to be a lot of redundancy between constables and sheriff's deputies especially with regards to criminal law enforcement.

​@@None-ef6nf Yes, there is in fact a lot a redundancy. Adding to DCarnacho-tn7hs's comment and answering your question, they are dispatched to 911 calls. Constable's offices are very big and often have contracts with many different places. Some/all precincts also primarily responsible for patrolling the county toll roads, instead of sheriff's deputies. I think some 2/3s of all neighborhood patrol contracts are with constables, with the remainder with the sheriff. So, they do respond to 911 calls and are many times closest to the call because of their contracts and large patrol operation (on the news they may say something like "Precinct X deputies responded to..."). HCSO (or "county deputies") still has a large patrol operation too, though. Both sheriffs and constables have a notable presence in incorporated areas, but are more primary in unincorporated areas. A county police department broken into multiple pieces is a way to imagine it. To conclude, even though HCSO is supposed to be the "main" one, these are separate police forces for the county, led by elected officials, with many duplicate/overlapping services. It's a real interesting law enforcement landscape created by an outdated system in an urban county, like Harris, and it doesn't make much sense to me, as opposed to a more centralized structure among local law enforcement.

@@emeraldbkshlftv7208 Thank you. Coming from a state that doesn't have Constables, it's interesting to hear how these agencies co-exist. It seems like the taxpayers and citizens would do well to consolidate the Constable precincts into the Sheriff's Office.

So firstly sheriffs are county-wide law enforcement officers. Each county is broken up into several precincts, and each precinct holds a constable and its deputies (Similar to a sheriff and its deputies). Now the primary duty of deputy constables is serving papers (subpoenas, court orders, summons, etc.), but here in the state of Texas they're fully sworn law enforcement officers with full policing powers.

@@None-ef6nf Yes, they get dispatched to calls for service. It really does depend on the area, some counties utilize constables more than others.

@@None-ef6nf Firstly, every agency has its zones of patrol, which dispatch will already know when dispatching emergency services. Including some neighborhoods, which will sometimes contract with constable offices for security. But this can vary due to the severity of some calls. Precinct 6 can be the ones to answer calls on a curtain neighborhood, but may not have the resources to respond to a hostage situation, which will then force them to hand the call over to the next agency in line with the resources.

Probably because she was born here or moved here as a young child. Not all Hispanics or foreign looking people are from out of the country.
