Actually, this is a Swedish series dubbed in German. Krister Henriksson stars as Kurt Wallander.The young woman who rings the doorbell is Wallander's daughter Linda. The other girl is her troubled friend Anna Westin. Amazon.com has a region 1 DVD of this with English subtitles. The episode title is "Innan Frosten (German, Vor dem Frost) In English, "Before the Frost." The British "Wallander" series starring Kenneth Branagh also did this story.

I wish I could understand the dialog. Is this from a movie or a TV series? I gather the priest convinces those burdened by guilt that they can redeem themselves and save their souls by submitting to execution, which is frighteningly plausible. A really weird serial killer, or a fanatic who sincerely believes in what he's doing? God only knows.
