What you are pointing out is one of two running back stays. Because the boat is gaff-rigged, it has a much longer boom than most Westsails and can't use a traditional single fixed back stay. The tail from the back stay block can run directly to the winch, but then it is at an odd angle, so, instead, it goes down to a block in a sliding track along the side deck, then back up to the winch, which is covered with a blue cover. Not an ideal setup, but it worked!

That is one of the strangest rigged Westsails I have seen; at 4:38 it looks as though the adjustable split backstay is attached to straps running into a hole? in the side of the hull!
