I've been to a couple small time conventions that allow commissioned cosplays as long as your transparent in judgment so it doesn't hurt to ask at least. Part of the reason is because even if you didnt sew it you could still win performance possibly. The worst you'll get is no you can't enter and you can still have fun in your cosplay either way.
