As of June/2021, City of Phoenix owes PSPRS over $3.6 BILLION Dollars!!!! Phoenix also owes their civilian retirement system called COPERS $1.8 BILLION Dollars!!!!

UPDATE: As of Feb. 21, 2019, PSPRS uses our assumed earnings rate in determining the cost of service purchases. It does not use the treasury note-based rate described in the powerpoint in this video starting at the about the 6 minute mark. This change results in a lower service purchase cost for our members. PSPRS service purchase quotes are also valid for 60 days - and not 90 days as described at the 8:55 mark. I'm a bit disappointed by this presentation. Bill uses a bunch of speculative numbers and he doesn't cite them. His assumption that active managers in a large cap fund reach out into midcaps to increase their numbers isn't always the case. Based on his research, the vast majority of index funds/categories beat out active managers. Active managers beat out the worst performing index 66% of the time. But by how much? If they beat it by .05%, that doesn't make up for the increased expense ratios/management fees that active managers charge which can be more than 1%. Also, why was the study on the Russell 200? The S&P 500 is a much better gauge because it involves a broader range of stocks and doesn't put all the eggs in such a small basket.In addition, if the best scenario is active managers win 66% of the time, what about the other 34%. How bad did they lose? Is it worth the risk of losing by a larger number and paying increased fees?The truth is, indexing negates the need for active management and high fees. Something the mutual fund industry actively tries to cover up.....
