The root of your problem... pun intended... is the wood chips you are using for mulch rob the nitrogen from the soil to break down into soil. This leaves little to no nitrogen for the onions. Additionally, you must remember onions are a multi years crop, meaning what you eat is the second of third year's growth... like the garlic which is a 3 yrs crop from seed to harvest.

start fishing makes it easier and you can use the guts and heads to help grow plants. great grandma taught me that one
