So basically, she's been manipulating Jun Wu since the beginning of his reign🥰 A mastermind you could call her. A girlboss if you're feeling generous.

What was her goal? His downfall. All good things must come to an end. No matter how high you soar, in the end you will always fall back down to dirt.

Yet she assisted him greatly in his rise as the Great Martial Heavenly Emperor? And worked as his servant? It's all part of her plan.
For a story to end, you must first have a beginning.
Working as a servant was to work in the shadows, to avoid challenging his authourity and to decrease Jun Wu's suspicions on her ulterior motive.

Did he trust her? Not really, she was definitely plotting something.
But it was evident that she was doing more good than harm for him and heaven until...well, until she revealed how she played everyone like puppets, how she managed to string every fibre together even when some plans went south, all for the sake of Jun Wu's downfall

No romance between em, Jun Wu and her were just using each other for their own benefit :p
But I guess this is the mutual understanding that allowed them to maintain his reign in heaven because "she was no threat to his position"
