The cellar walls in my house are like this, what’s the best way to get it off, heat and wire brush ?
Yes, interstitial condensation is really what rising damp is. The lower part of any wall is closer to dew point as standard. So covering in impervious materials and paints that only allow vapour to pass through and layer upon layer trying to cover the floor isn't the right way. Using typical damp proofing treatment is also unnecessary as you are again masking the issue of moisture movement.
So it's more to do with condensation then?
Dew point?
