Whilst growing up in Edinburgh but having lived much longer in different parts of England, my perception is that in Scotland there is far less discrouragement (than in England) of people from humble backgrounds wanting to educate themselves. Two factors might have helped this: the different education system in Scotland from the rest of the UK, with emphasis on a wider range of subjects being learnt at school less intensively; and the fact that it is much more difficult to pin down someone's social background based on their accent. The University of Edinburgh was founded in 1583 as Scotland's fourth and the UK's sixth university. England's third university, (University of London) was not founded until 1836. While the number of students would have been tiny compared to today's totals, it does show that Scotland fostered higher education more than the size of its population might have predicted.

The new Presbyterian church compelled all to read the bible ao they set up schools to teach all children rich and poor how to read long before any universal education anywhere in Europe.
