Just a FYI, You have a 3 seater jetski with you and a spotter on it pulling a tube with 2 people on it . FAIL. in the case of an accident or emergency in the middle of the water, you the jeyski should be able to sit the driver, spotter and person on the tube. which means only one person should have been allowed on the the tube in the video.
A person may not operate a vessel if its capacity would be exceeded by the persons in the vessel plus the persons being towed. If towing a person with a PWC, the PWC should be rated to carry at least three people - the operator, the observer, and the person being towed. Another great idea is to include hand signals for communication between the riders and the towing vessel. e.g. thumbs up for 'faster', thumbs down for 'slower', OK signal to show all is great, and hand side-to-side to show that you want to stop..... thanks again for your video.
The ski would have to fit all four people! There's no exception to that. Even if it's a two seater the ski must have convex mirrors in order to see the lone rider.
I know this is a year ago but you are incorrect. You need a three seater because it is considered a boat due to number of passengers. You require a passenger on the PWC to act as a flagger. You do NOT need seats for every tow-ee.

Same in Alabama as far as I can tell. They make a twoing exemption for PWC's which are required to have rear view mirrors. It didnt' say you needed a spotter either, just the rear view mirrors and there was nothing about towing capacity.
No you don't as long as there's enough room on the ski for the spotter and the drivers it's all good, here in Australia you have to do a course to get your boating license I would know

You only need enough room for the people being towed if it is by a boat, if you are using a jet ski it is an exception.
Where I live you have to have a 3 person jet ski in order to tow but you can have as many people the tube can hold.
