What tools are used for this?
I used a dent dial 35 heavy with a rubber tip, Dent Craft double bend with an r4 and a cherry cap and no cap, along with various knock downs and a blending hammer.
How long did this take from start to finish?
This repair from start to finish took a total of 7 hours.
To reinstall fender flare, do i need new glue underneath or just insert those clip into holes? I have 2004 Rav4 rear bumper corner cover dent so need remove factory flare to access the dent
There is just clips and screws. For the flair. No glue needed.

Would delicately using a heat gun help at all?
It does help. I used a decent amount of heat on this to help keep the metal soft and the paint moveable.
This job in my country costs 30$ very expensive, as min sallary is 100$
