Let's count how many Navigation Rule violations that kid was breaking. 1.All boats are required to maintain a "no wake" speed within a certain distance of anchored vessels, non-moving vessels, docks, or other structures, typically at least 100 feet. 2. A sitting vessel or any unpowered vessel like a sailboat always has the right of way and require at least a 100 foot separation when passing. 3. All boats are 100% responsible for their wake! 4. Wakes are considered to be "boater harassment" especially if a boater continues to run past a non-powered watercraft despite being warned by the non-moving craft. 5.It is illegal in all states and Canada to harass a fisherman or hunter if he is operating or pursuing his activity in a legal manner. It's sad that his parents gave him the keys without discussing his responsibility to be both safe and courteous with other boaters especially since he never learned or understand the Navigation Rules.
