I've always thought it, and now I'm 99% sure. The officer that talks to rick about how they've been chasing them all over, ends up being an extra at the camp in Atlanta. They never bring him up or really show him, but he's there. In my head canon he was a bigger help and just couldn't survive the camp raid.
