there is actually 2 reasons (outside and inside of the tf2 verse) the inside ver is because scout really dosent need to use most of his fingers, the primary fingers he uses are purely just the thumb, the index and the rest just comes falling falling down, this makes the robot ver have a better grip and for spy..its simple the same thing you said along with the addition of well spy needing to have alll fingers to use his weapon effectively the outside ver is due to how their models work, to be exact their skeletons what they essentially did was simplify the skeletons of the mercenaries so they are easier to animate but also meaning easier to make their movements way more robotic
