The voltage [for 220VAC mains] at the probes is over 300VDC VDC-peak = VAC rms x 1.4 - Vf of diodes That is a standard well-known equation - this guy says its 0 to 200DC which is nonsense. While the resistors limit the current - a small current at that voltage is dangerous Another point is that LEDs have a low reverse voltage rating so this high voltae could damage a LED. A led tester that can damage the DUT ------ not smart at all then the construction sucks. The resistors should not be soldered directly to the prongs. And there should be better strain relief. Plus the wires need to be rated for that voltage In conclusion a bad and even dangerous circuit that is poorly constucted. It is clear to me that this guy lacks knowledge
