Hello, this is quite rare in Germany Public Universities. And even if there is an English taught Bachelor course, the Studienkolleg (a mandatory one year preparatory course for international students) is done only in German.

Studying in Germany is usually free for public German Universities. There's usually a semester fee (usually between 100-350 Euros) that covers for administration, public transport and student services.

The only thing you need to do is to send in your application to universities of your choice. When you get an admission, you simply go to the immigration office to change you university and course on your documents and work permit
