Because Hel's an A.I., she was more than likely thinking purely on logic. In her mind, the fatter one's going to last longer than the other, so in her mind, the father's going to feed the thinner one purely because of that.

I think the point is unlike ghostrunners, hels don't feel (at least they don't have empathy), that's why the dude in the game said Mara took a ghostrunner template and removed anything human about it.

Mara: Six, You're tasked with apprehending rogue android that's outwardly indistinguishable from human. It's hiding in a group of five civilians. You have to act fast so that it doesn't hurt them. How do you detect the android? HEL: I check their insides. Mara: Obviously. That's the result of us if we try to build HEL.....

tbh i prefer hel's personality compared to jack, both were really nice (best game i've played this year) but hel had her own kind of spice to it on top of the game's usual cyberpunk like style bc of the evilness

And also she didn't kill jack, because she couldn't see him on scanners, he's a ghostrunner, they don't show up on any scanners, she really thought there's nothing there
