After some tenure in their appointed positions, public administrators begin to know more about their area of functional specialization that anyone else. The politicians who oversee their agency and the constituents served by their agency rely on the public administrator to provide objective expert advice. This expertise is an important basis of bureaucratic power.

The reason I am asking is I am currently working on my dissertation and my topic to develop a tool that measures the ethical sensitivity of public servants.Any help or advice would be of great value.thank you

There was an interesting book by Steven Maynard-Moody and Michael Musheno, "Cops, Teachers, Counselors: Stories from the Front Lines of Public Service," published in 2003.
