While it's possible that your scenario is a little optimistic, it is undoubtedly true that our timeline's outcome of WW1 was essentially a catastrophe for almost all participants. It really ended the age of European Empires and ushered in the Totalitarian age. It not only ended the German and Austro Hungarian Empires it broke the British and French Empires. However one of it's most profound effects was to destroy the concept of unquestionable European cultural confidence and superiority. This most affected German speaking Mittel Europa but it also devastated French culture and handed the Anglophone world to US rather than British influence.( Its a irony really that British imitators introduced the world to Black Americans Culture). Post WW1 Europe has never recovered the technology and artistic innovation that meant it lead the world with the US mostly mimicking European styles. A major outcome was the loss of German language usage in the USA. The US writer Kurt Vonnegut details this in some of his novels, his parents spoke German, and read German language Newspaper pre 1917. Also his father was party educated in the 2nd Reich. Not unusual for Middle class Americans of German decent pre WW1. This development also led other ethnic groups to more quickly abandon their native languages eg the Italians and Poles. The Outcome of WW1 effectively handed the cultural and technological dominance to the USA. It is no accident a Weltnetz (or French or British equivalent) wasnt really invented or more importantly commercialised by European companies. There still is no European Google, Microsoft, etc. and there is unlikely to be. I like the idea of a strong Mittel European cultural and Technological giant but sadly in our World we see only a Mittel Europe dominated by US norms almost devoid of cultural influence and still haunted by the ghost of Nazism. The Europe of Today seems he'll bent on self immolation it goes out of its way to stiffle innovation, or worse burocratise it. And in culture it seems content to suck up the worst aspects of US shallow kitch eg Rap and Hollywood. Your alternative sounds like a more civilised and less gaudy world. Better is another question but I think it would be an interesting place to live?
