If lucky, sometimes he can spawn twice in the same day but at different times. Midnight in lumina square is usually always him staring at the full moon by the sandboxes. At that point its then just picking the max friendship dialog trees, but even then you get gated a bit, as he wont be able to progress to the next rank up if you don't trigger a certain event quest at each reputation level. You can also get extra points in the Hallow Zero place, depending on events you triggerd piror an if you did his story mission yet or not. But when you rest in the tent area there is a chance he will do the Tea event, which you can get a chunk of extra reputation from. Same with the Soda Kick event. I believe it took me about a week to go from 0 to Lv4 for Wallpaper & Hired to promote stage.
