Sagan was far to the left but he did not like his position, Cav had the position that Sagan wanted and so Sagan moved to the right even though Cav was there and plowed right into him. The DQ was justified. If Sagan did get caught up on Cavs handle bars it's only because he put himself there. If Sagan was not pushing to the right even though there was no gap there and no place for Cav to go then I would say you are right, but regardless of the elbow Sagan had already put himself and Cav into a dangerous situation.
